Regional Safeguarding Board
The Cwm Taf Morgannwg Safeguarding Board meets regularly to bring together leaders from the councils in the CTM region, police, health services and other partners to make sure safeguarding work is effective. During these meetings, members review how well services are protecting children, young people and adults at risk, share important information, and check that agencies are working well together. The meetings help partners agree priorities, look at any concerns, and decide what actions are needed to keep people safe across the region. These meetings also ensure that any learning, reviews or improvements are understood and acted on by all organisations involved in safeguarding.
Strategic Planning Group
The Strategic Planning Group supports the Cwm Taf Morgannwg Safeguarding Board by providing oversight, coordination and strategic direction for safeguarding activity across the region. Bringing together statutory safeguarding partners, the group monitors emerging risks, ensures effective multi‑agency working, and oversees the delivery of the Board’s priorities as set out in its Annual Plan. It scrutinises the performance of sub‑groups, manages the Board’s risk register, and helps ensure that safeguarding practice is robust, accountable and continually improving. Through this work, the group helps protect children, young people and adults at risk from abuse or neglect and supports the prevention of harm across Bridgend, Rhondda Cynon Taf and Merthyr Tydfil.
Single Unified Safeguarding Review Group
The Single Unified Safeguarding Review (SUSR) Group brings together key agencies across Cwm Taf Morgannwg to coordinate a single, streamlined approach to safeguarding reviews when a child or adult at risk has died, suffered serious harm, or where significant safeguarding concerns are present. Its purpose is to reduce trauma for families by avoiding multiple overlapping reviews, ensure that learning is identified and acted upon swiftly, and promote consistent multi‑agency collaboration to improve local safeguarding policy, practice, and outcomes. By overseeing referrals, establishing appropriate review processes, and ensuring the timely dissemination of learning, the group supports greater accountability, transparency, and continuous improvement across the safeguarding partnership.
Improving Practice Delivery Group
The Improving Practice Delivery Group helps make sure that organisations involved in safeguarding learn from reviews and improve the way they protect children and adults at risk. The group looks at what happened in past cases, checks that agreed actions are being completed, and supports agencies to make positive changes in their practice. Its purpose is to share learning, monitor progress, and help ensure that safeguarding services keep getting better for people and families in the community.
Policy and Protocols Review Group
The Policies and Procedures Group helps make sure there are clear and up‑to‑date rules for keeping children and adults safe. The group brings different organisations together to create, check, and update safeguarding policies and guidance. They work to make sure everyone follows the same good practice and that new learning is added to improve how people are protected. Their work supports the Cwm Taf Morgannwg Safeguarding Board in keeping local safeguarding processes strong and consistent.
Engagement, Learning and Communications Group
The Engagement, Learning and Communications Group works to help keep people across Cwm Taf Morgannwg safe from abuse, neglect and harm. Its purpose is to raise awareness of safeguarding, share important learning with professionals and the public, and make sure that children, young people and adults have opportunities to take part in the Board’s work. The group supports communication, training and engagement activities so that professionals and communities understand how to get help, stay safe, and contribute to improving safeguarding practice across the region.
Children Quality Assurance, Audit and Performance Group
The Children’s Quality Assurance and Performance (CQAP) Sub‑Group works on behalf of the Cwm Taf Morgannwg Safeguarding Board to ensure that children and young people across the region are protected by strong, effective safeguarding practices. The group brings together partner agencies to review how well safeguarding arrangements are working, carry out multi‑agency audits and investigations, and monitor performance data to identify trends, gaps and areas for improvement. By promoting high standards, learning from practice, and encouraging accountability across organisations, the CQAP Sub‑Group helps ensure that children’s voices are heard and that safeguarding services continuously improve to keep children safe.
Adult Quality Assurance, Audit and Performance Group
The Adults’ Quality Assurance & Performance Sub‑Group helps ensure adults at risk are safeguarded effectively across the region. It does this by reviewing how well agencies work together, carrying out audits and case reviews, and monitoring safeguarding performance. The group identifies what’s working well, where improvements are needed, and makes recommendations to strengthen the quality and consistency of adult safeguarding practice.
Exploitation Strategic Group
The Exploitation Strategic Group works together to keep children and adults safe from exploitation and harm. It brings agencies across the region together to understand the risks people face, share important information, and make plans to protect those who may be vulnerable. The group helps stop exploitation before it happens, supports people who have been affected, and works to disrupt and challenge those causing harm. By working in partnership, it aims to create safer communities and make sure people do not “fall through the gaps” in support.
Exploitation Prevention Panel
The Exploitation Prevention Panel brings together different organisations to help keep children and young people safe from exploitation and violence. The panel looks at information about children who may be at risk, shares ideas, and works together to solve problems. Its purpose is to make sure the right support is offered, risks are reduced, and all agencies work in a consistent and effective way to protect children, young people, and their families.
